It's standart for blockbusters, but not for normal movies.
Moreover, I think Nolan is able to make great film with only a few dollars - Following as an example ;)

dude..my point was that nolan himself said inception is bigger, it doesnt matter if inception will be weaker than tdk or memento...

Its not the amount of money...but what is being done with it. $200 million is a good investment if its Christopher Nolan
