Well that's the good news (I think): Empire released a 'Summer 2017' issue a few weeks ago, with Spider-Man on the cover. So that probably leaves Dunkirk for the July issue. My guess? It's because their wallets said Spider-Man, but their hearts said Dunkirk, so they said "Why not both?" and put out a special issue to rack in the Spider-Man money, and will put Dunkirk in the standard July issue.

An article about the war command center under Dover Castle claimed Dunkirk filmed there (actually it says the Castle featured in the film - unclear if they filmed inside).

If they did film there, this was a set we did not know about (though it did seem like a possibility to me since they conveniently restored the command center to its WWII appearance not long before Dunkirk started filming).
We have no idea who might be playing any officers there, especially Vice Admiral Bertram Ramsay.
