That's kinda the set designer.

The production designer is in charge of designing the overall visual appearance of a movie. They direct the art department and set designers. The production designer works closely with the director (and/or producers) to determine what they wish to achieve with the "visual world" of a film. They draw up sketches or build conceptual models based on these conversations and hire the crew necessary to make it a reality.

Lol set designers and art designers get their hands dirty, production designers "designs" or like you said visualise the sets. That’s what I meant but clearly it didn't come out right.
