This 2010 contemporary sci-fi actioner follows a subconscious security team around the globe and into the intimate and infinite world of dreams.
The only people in limbo are people who died, while dreaming under heavy sedative, like Mal en Cobb did for a long time. That doesn't explain the guards from Saito that pick up Cobb from the beach.
Any thoughts anyone?
Thats just his sub-conscious. Like every other level of a dream.

But how come that Mal and Cobb are alone, all the time. If the movie would be consistent, the guards also should have died in a dream

Because that was a part of Cobbs dream, it was his "old world" and that illustrats that he is lonely and broken inside.
you're probably right. It's also trange that mal's shows up in limbo, when he confronts her. That would mean that one can have projections in limbo, but that's isn't fully consistent with the rest of the movie.
Nothing earth-shattering here -- they're all just projections.

He built up a fortress for himself, so his Limbo was like reality.
