I would say that Browning was put in charge of Fisher. WHile Maurice raises his company he neglects his real son.

His character was the only character that was "meh" to me.

We see very little of Peter Browning in the movie, I don't think there's much that can be said of him. We do see Eames as Browning and Fisher's mind creating Browning but these instances say more about the characters creating him than about Browning himself. He is almost a non-character, without even a motivation.
