By appearances, DeHann definitely looks more like Lansdale than Pash.

It's heartwarming to see an actor who played a small part return for another one. Dude has infectious energy; he sold the shit out of that freeport. Mr. Nolan probably enjoyed working with him and was happy to invite him back.

He's credited as "Lifeboat Soldier 1". I don't remember him either, probably a really small, maybe even non-speaking part.

Maybe the night scene of Tommy and Harry Styles trying to get onto Cillian's lifeboat? The guy forcing them off? It's really hard to tell if that's him, that scene's kinda dark
