As of now, Tenet qualifies for certified fresh. It was in the mid-80s when it reached 80 reviews. Edit: I see, because Mulan’s score had consistently been above 75%. Interesting when the audience score has consistently been below 60%...
Rotten Tomatoes tends to do this when the spread between scores is wider than usual. A large spread is indicative of volatility, which makes the final score difficult to predict.
The idea is not to award a film with Certified Fresh too early, only to have to take it away later. As they did with Joker.

Tenet still has more reviews coming in. LA/NY/SF are still closed. They probably want to make sure it doesn’t dip below 70%
