I agree. I think we'll have it Friday, August 2 at the very latest.

I would think they need to advertise/announce this film's existence more than they did with something like Interstellar or Dunkirk, but I might be wrong

He's referring to the rating. The trailers get rated about a week or so before release. If it's not rated by this weekend or early next week it's safe to say it won't be with Hobbs and Shaw. IT would be the next most likely movie. My money would be on Hobbs and Shaw simply going on Nolan/WB history.

Nope. We are due for the teaser any week now. Nolan teasers always drop 12 months before the movie release.
