Wrong. If you watch the behind-the-scenes for every single one of his films, at least a couple of times he's let it grow out during post-production, where Nolan goes very hands-on with editing.

His hands are tied with ratings agencies. Use of serious blood on screen will result in an automatic R/18+ rating in virtually every country, greatly restricting the younger audience demographic. He pushes it as much as he can while still being able to squeeze into a PG-13/14+ rating.

Sadly this isn't the 1980s anymore, where you could get away with a little bit of graphic violence and blood on screen and still get a PG-13/14+ rating.
