Who decides what trailers from that list end up playing? The theater company or the individual theaters? Mine always has a disappointing selection of trailers.

Most theaters tend to choose their own. I know my theater has a policy of showing three trailers with each film and, within those parameters, there are mandated ones for the studio. Even if my theater doesn't allow us to choose the Dunkirk trailer, I'm still putting it on for the audience even if that means adding a fourth trailer. After all, it is only a minute and six seconds anyway.
