As far as the score goes we know that Eric Whitacre has announced he's working with Hans on a secret project. If this is Nolan's movie you can guarantee the score will be filled with powerful choral music as Whitacre is a celebrity among the choral community. Hoping it's true, think Star Wars duel of the fates X 100.
Any reasonable reasons why Nolan shouldn't make Akira? It's Nolan after all.

Yes they're working on something, and given the way Nolan works with music this certainly isn't too early for ideas to be thrown around. It's probably Inferno since the first two movies were very heavy on choirs. Could also be Gore Verbinski's upcoming horror movie. Or even Batman v Superman.

Akira is one of those films that have a very distinctive style and have a deep connection with Japanese culture. Unless Nolan decided to go all out and stay true to the anime's spirit by keeping all its' quirks, bizarre violence and Neo Tokyo unchanged, it would be nearly impossible to make a live action film of Akira and still maintain its' essence. And why would he even want to do that? We've already got the anime, and it's a landmark film, not dated at all. I'm sure he wouldn't want to make a carbon copy of the previous film. And if he were to change the details or the story, or locations - then it wouldn't be Akira anymore. This project has been in development hell for years. And for a good reason.
