I agree, I think Nolan started developing the plot, story, and characters after Inception.

He most likely knew what direction he wanted the next Batman movie to go in after the events of The Dark Knight but that was probably the only amount of the development he put into the next Batman movie (Dark Knight: Rises) until he finished Inception.
