because the story is about the Batman, besides there is all the city going nuts, like 3 terrorist attacks at the time and maybe another psycho, that without counting Wayne's emotional and personal life and trying to explain what the fuck happened to the joker without disappointing everyone.
Remember how long it took to develop Dent's character on TDK, that's how long it would take to develop the riddler in that sense, that's why Nolan chose to star with the absolute joker from the beginning of the film, so in a short answer, nop, there ain't enough time pall.
