I'd say I liked them both equally; Neeson provided a state of psychological trauma for Bruce that helped to bring another element full-circle, while Murphy as the kangaroo court judge made for a sick dose of comedy and a certain level of continuity to his character being that he's been in all three films.
There's a part of me that would've loved to have seen Murphy wearing the Scarecrow mask while atop those desks. It's something so obviously fantastic and rewarding, so I'm surprised Nolan decided against it.
