Cobol Engineering -Well what is it?

Did Cobol engineering hire Cobb to do the extraction on Saito?Why are they chasing Cobb in Mombasa(because of failed extraction?).Did they pay for inception too?

No. Before Cobb, inception was considered impossible. This was a one time deal.
This was all pretty obvious. If you didn't get this, maybe you should watch the movie one more time.

Technically, yes, but actually Cobol Engineering thugs are Cobb's projections. Throughout the entire movie Cobb is dreaming.
