I think marketing plans for the movie (and deals with magazines such as Empire) were made before Singer decided to cut her if he did as he said he did. Taking Rogue out of the sequence would've messed up their panoramic art and numbering scheme.

You are right, and it still pains me to see her. Even her costume distincts her from other characters, she is memorable and beloved, which saddens me, because Logan got two covers (ugh) and I want him to die already so all of these other mutants get some well deserved spotlight.
