Sounds cool.

I don't like the plot. Nothing fresh. The plot reminds me of Tyrese Gibson's movie, Waist Deep.

It might have a shot in respect to the relationship between the criminal and cop, but it doesn't sound like it'll embody quite enough of a city-wide story like Heat did.
