Seems like he’s just making this up as he goes.
If I recall, it was always up in the air about the format of this content. A couple of bloggers heard from "sources" that it was a miniseries but I don't think Snyder or HBO confirmed it up until the last message.

So you are right that he did say it at Fandome, while also saying it's a single film too lmao.According to him, the movie is “going to be in four parts, one hour each. So four hours of Justice League is coming your way. We’re going to work on a way of bundling it together at the end, so you can watch it as a single film if that’s the way you want to experience it.”
It's a weird decision to make - For the Snyder cut fans I'm sure majority of them want a single film to sit through but making it a 4 episode miniseries would be much more of a marketable gem for HBOMax. Question is can it be split up properly without losing it's quality? As much as I would like this to be a month long event, I feel it would be a safer bet as a 4 hour movie with no compromise.
