So is this film meant to tell the story of how the Joker met Harley Quinn?
That title sounds like a parody

A musical sounds appropriate for those two characters.

Not gonna lie, watching the recent animated Harley Quinn tv show, I could see how a musical could work for the Joker and Harley.
This is kinda why I like what DC/WB do with the DC characters more than what Marvel/Disney do with the Marvel characters. They're willing to experiment more with visual styles, genres and tones, whereas you know exactly that you're going to get a CG-heavy action comedy with MCU films every single time. The MCU would never just decide out of the blue to make one of its films a musical.
