PS, the government already does what you're afraid of! the first amendment is not universally enforced. Notable exceptions include fraud, threatening people, slander and libel. The law already recognizes words have the power to inflict emotional and physical damage to a person's well being and assets. The NYC is an extension to include hate speech. Or in your limited view of the first amendment, is defamation a violation of the first amendment too?

also, "obscenity" including language has been a crime in the united states for almost 150 years due to the offensive and demeaning nature of the language and actions. you're comparing the US to china when we've been censoring offensive language for more than a century.
