The fella is not a noob, so she or he's allowed to vote however she/he likes. Many people vote based on how much they like or dislike stuff. They don't put into factor the quality of acting or cinematography, etc. And that is completely understandable.£
Scores high as 9.5 is every bit as suspicious as the lowest rating.

I think this film works for me overall for two reasons:
1. I care about the characters
2. It does new things with the plot that we haven't really seen in a Star Wars movie before
Rogue One has the second part (sort of), but misses the first part. TFA has the first part, but (mostly) misses the second part. Honestly, I think its safe to say that no Star Wars film of the Disney-era has really gotten every aspect right the way Empire did, but then again that's one of the great adventure films of all time.
The Last Jedi may not have the narrative propulsion that TFA does, but on an individual scene basis, I'm far more invested in what it has to say - the scenes are at times (extremely) loosely connected from a plot standpoint, but unlike with Rogue One, I'm already invested enough that I don't really care. And its not like Kasdan's scripts are always logically connected either, he's just much better at hiding it.
