Pre-prod work and casting for extras are already ongoing in London and Spain. Also, it looks like they're shooting in Almeria around Oct:

FANCY BEING IN THE MOVIES?
There will be a casting Monday, August 12th from 6 to 8pm at Tito's Beach Bar on Mojacar playa. It's for extras for Ridley Scott's n new film "Exodus", with Christian Bale as Moses, to be filmed in October and November in several Almeria locations, and then in the Canaries. They want 2000 extras; men, women and children, black and white. Wardrobe fittings will be in August and September. Pay will be 80€ per day.

I always thought Bale would be the perfect choice for Moses and can't really complain with Mr. Scott behind the cam.
