It is way better than I expected, and it's really well directed. GREAT debut movie.

I don't think it will be in Blu-ray because it's very low budget, and IMO the movie itself doesn't need to be in blu-ray.
As for your first question, Following is not my Nolan's favorite, but it is a GREAT (and I mean, really great) movie to start off his career.

What makes me love Nolan is because he works hard on his films, like Kubrick. His films are in some ways unique and well thought. Yeah, I agree with RomanM.
I think some director will feel more comfortable if they work with people they knew really well. Also, if you work with different crew, there's a chance that you will feel uncomfortable and it will harder to communicate.
