I'd assume they wouldn't have bothered to include the scramjet phase unless there were some significant additional savings in terms of the fuel mass needed to achieve a given delta-V. Anyway, I think your suggestion in this post to have the Ranger use a nuclear lightbulb engine is an excellent one ...
