I agree. That line does sound over-the-top and maybe even fanboy-ish - kinda like fan fiction.

I think that it will be the cops pursuing Batman because the end scene of TDK was about that. It's just like the when BB's end scene was about the Joker, so the opening of TDK was about the Joker robbing a bank.
