Really the doctor is the only one who knows who the child is and he says that the story shouldn't be told. His motivations are kind of ambiguous throughout, at least to me. Just trying to fill in the gaps ... the doctor forgot to lock the cell, which led to Talia's mother's demise. He also 'fumbled...

The question is whether Bruce can really "retire", especially if the entire city knows that he was Batman. That is an interesting thought but I don't believe it was planned to be. Though, it certainly became one once Batman entered the train and the controls were damaged.
