Isn't Luthor running for office on the back of the No Mans Land story (Dark Knight Rises) perfect for the integration of the justice league into a Nolan-Snyderverse?

In the next story he can fight with superman over something or other and can be the lead into the joint film.

What I understood is he was beat to within an inch of his life then the prison doctor messed up trying to heal him and damaged him more meaning he had some kind of damage that would never heal.
