These questions and many more deserve to be answered. For now, I guess we'll just have to make due with this one, simple answer for almost every "plot hole" in this movie, provided to us by Mr. Christian Bale.

True, but the Joker's statement lasted about 10 seconds while Talia's lasted about 2 minutes. The Joker underestimated the citizens of Gotham and his plan backfired...Talia's plan was looking pretty good until she decided to give her speech. Although, if the trigger had worked, wouldn't she and the rest of the LOS had died from the detonation? So in essence, everyone a part of that operation was willing to be a martyr.
