That threw me off as well. I can't figure out how construction sites being sabotaged fits in the story (except the one owned by a "local construction mogul," implying that one entity is responsible). Maybe something to do with Bane's
(or Talia and the League's)
plans to destroy the city and prevent any further growth. Probably not, but that's all I've got.

EDIT: Didn't see your edit Nolanoscopy haha. That makes sense.

I still think it's going to be
Burn Gorman or Ben Mendelsohn
That's only in spoilers in the oft chance that someone hasn't seen the trailers by now, but I think it will be one of those two.
