I want to know what the contraction site thing is about. I read it a couple times and I don't quite understand. It doesn't really give you that much info and is beyond vague.

That threw me off as well. I can't figure out how construction sites being sabotaged fits in the story (except the one owned by a "local construction mogul," implying that one entity is responsible). Maybe something to do with Bane's

(or Talia and the League's)

plans to destroy the city and prevent any further growth. Probably not, but that's all I've got.
