So far the Rogues Gallery is Penguin, Catwoman, and Riddler. I think I read a rumor earlier that Firefly was going to be in it.
I think the film will need some muscle for Batman to fight, someone like Killer Croc would be cool. He was barely used in that crappy Suicide Squad. Or how about Solomon Grundy? He might be a little far-fetched as a reanimated zombie-thing depending of the tone Reeves wants.

I still want Serkis as Penguin tbh, as obvious and safe a choice that might be, and preferably don't kill him lol, let the guy live in one franchise for god's sake.

The Penguin and the Riddler could benefit from some more live-action feature film appearances. Jim Carrey is not exactly what I pictured for the Riddler when Batman Forever came out (even though the character in the comics is just a poor man's Joker).
