Clothes doesn't tell us anything. But the cars do.
Both the cars in this picture (and literally every other picture with closeup of cars) have European license plates with the EU logo on the left side of the plate, which is a design that came this decade. It's clearly present day or close.

And if they intend to not show the plates or change them with VFX (which Nolan just wouldn't do btw), the cars are still new.
Yeah, they are definitely modern cars.
I mean... either we don't know anything about directing action (well, we don't, actually), or there's something weird happening in this film :D

Autistic theory incoming...

Maybe the cars being filmed in reverse will be played in reverse to make it seem like cars going forward are in reverse.

we know nolan loves to play with perception (memento, inception, interstellar.)
Maybe John and/or Roberts character is stuck in a time warp where they are perceiving time backwards and they are navigating time moving forwards in reverse. It would make sense why some cares are going forwards and some cars are going backwards.

If it was just the one shot I could have agreed with you that it will be played back in reverse for some kind of effect. But haven't we been seeing these types of shots now for like 3 weeks? Looks like there is too much footage for it to be in reverse. Unless it's all different takes on the same couple of shots.

for this highway stuff they're probably getting like 30 seconds /day
theres been enough reverse footage that it's plausibly in the film but time travel seems way too simple / bland
