Yes, it's a joke. The Hollywood Reporter is the site that broke the news about the movie, but all they said about the plot was this:
The project is described as an event film, but nothing else is known about Nolan’s latest venture. The writer-director has a propensity for secrecy, writing his scripts away from any prying eyes.

Nolan will create something big with a new way of storytelling and a new use of the IMAX format, that's all we know about it for now.
