Unfortunately Bale is probably unlikely since he has said so himself.
Out of returning actors I would like to see him back the most. But some others would be: Chalamet, Jackman, Oldman, Hathaway and of course Caine.
As for some new additions I would love Nolan working with Denzel Washington, Ryan Gosling, Jake Gyllenhaal, Michael Fassbender and Tom Cruise.

I guess Chalamet will be too busy with Dune to star in this. However I can definitely see Nolan wanting to work with him again in a future film.

Jake Gyllenhaal and Michelle Williams seem like an obvious pair to me. They know Nolan. Maggie Gyllenhaal and Heath Ledger both did The Dark Knight. Jake and Michelle also did Brokeback Mountain. Ledger and Anne Hathaway also did Brokeback Mountain. Nolan is fond of that movie. Just seems like a no-brainer.
He's already worked with Gyllenhaal before...
