Regardless of what you say, Dent killed a total of 4 people. Joker killed two, making it a total of 3 cops.
Now which death is most likely to be eliminated? Maroni's bodyguard, because most people say that Dent only grabbed him, he didn't kill him. Okay fine, then let's cut him from the list:
1. Davis
2. hospital cop
3. Wuertz
5. Maroni's driver
6. Maroni
This still leaves a total of 3 cops.
There must be an answer to this.
Weurtz got to be the one excluded. For one, if it's been implied he killed the bartender (how else would he had appeared from BEHIND the bar?). It was Weurtz's day off. There was no one else in the bar so, therefore, no witnesses (if he indeed killed the bartender 1st). So how would anyone known he was dead? During that timeframe, Gordon was preoccuppied in evacuating the people of Gotham and the prisons onto the ferries.











but I doubt he even put those 2 cops into consideration, they were beat cops and weren't even accounted for. I'm sure he knew ramirez and wuertz were out of commission as they were his top detectives and unavailable.. at the point where he sees dent he puts 2 and 2 together, figures he killed them both.
