Whos favorite Nolan film is Following? and Will it ever be on Blu Ray?

I don't think it will be in Blu-ray because it's very low budget, and IMO the movie itself doesn't need to be in blu-ray.
As for your first question, Following is not my Nolan's favorite, but it is a GREAT (and I mean, really great) movie to start off his career.

YES! That sucks for me though I just bought it on DVD.
You will see very little difference between the two anyway fella. The film was shot in 8mm black & white for starters!!!

EVERY movie needs to be in blu-ray...

As for the first question, it is an amazing debut movie, but Memento soon after it provided to raise the bar.

Its shot on 16mm. Not 8mm. The only version that exists is a blow-up.
You will never be able to get more quality out of it than the source-material allows.

First question: Following is great, but its not Nolan best, at all.
