You will never be able to get more quality out of it than the source-material allows
if the original master is in good condition and the transfer is done professionally, even a low budget movie like this can show improvements. Look at what they've done with the first EVIL DEAD by S. Raimi: the blu-ray looks better than the dvd, and the video quality of that flick is not so far from Nolan's debut.
