It's speculation but I'm 99% sure they filming it that way ... take my word for it.

There are cars on the bridges literally going forward where the helicopters would be "filming"

its all choreographed so they have to be in the same places

So two different people just shot preparation for the scene and not the scene itself? I can't believe that. If cars just go to starting position where in the hell the fire truck goes?

When you're on a movie set, let alone that far away, it can be hard to know when something is actually being filmed? lol

nothing more tedious than filming action. the two weeks on that road will only equate to a couple minutes of screen time. the firetruck may not be on set if they're doing shots that don't involve it
