I think, it will be between $75-100 million. Nolan is very economical.
Also, he doesn't have to pay big salaries to his lead actor since they are mostly unknowns.

Inception only cost $160 million despite paying $20 million upfront for Leo as well as filming on four continents. No way Dunkirk will exceed the budget of Inception let alone The Dark Knight Rises.

Well, considering WB is calling this an "epic action thriller", I would imagine the budget will be around $150 million.
