Wrong. The moon contains vast quantities of helium-3, which is vital for nuclear fusion.

Depends on your definitions of "vast quantities" and "vital." He3 concentrations in lunar regolith are extremely low, ranging from 1 to 50 parts per billion. And while D+He3 is certainly one of the more promising and useful fusion reactions, it's definitely not the only one out there.

When it comes to mining the moon for resources, I personally find it more interesting that regolith contains most of the raw materials required to make solar panels (as well as the necessary vacuum). It's conceivable that you could build a rover that would mine the regolith in front of it and print out solar panels on the ground behind it.
