His role was basically to be the anti Blake/Gordon, an arsehole who just saw the job as a 9-5 and disconnected. What more did you want to see?

Foley wasn't in it as much as I wanted, but I think Modine did an excellent job playing him.
At first, when he was hiding, I thought he was the trigger. I actually felt sympathy for him when he walked out in the front of the army. He was just an innocent man sucked into all this mess. In the end, he did the right thing and redeemed himself. I was really disappointed when they never showed him actually die.

Yeah he was good but when he said "I'm gonna catch the batman" that made me hat him. Hes an asshole cop.

Yeah, he is, but remember he didn't know the truth at that point. He thought Batman still killed Dent.

He played the asshole-cop very well. I actually liked his character a lot.

I liked his mini-character arc. How he went from the asswipe cop to selflessly leading the army & he killed Banes right hand man!
"My good man, did you simply get carried away with your dramatic gesture, or are you pointing your weapon at me with lethal intention?"

I got so sad when I saw his body :('

I feel like showing his death woulda made it less powerful IMO.

I liked Foley. He was funny. Mostly because he's honest and a stupid Lt. Commissioner (in the beginning). Didn't expect them to take the "asshole cop" route with his character. He also made me like John Blake even more. His constant opposition against John Blake solidified John Blake's idealism. And his death still had emotional impact even if we didn't get to see a badass Tumbler knock his ass out.

It made me sad to see how bad the Harvey Dent lie became. People hated Batman. Foley called off 100+ cop cars from chasing a Stock Exchange "robber". Not one car went after him. Not one tried to knock him off the motorbike. That scene made me feel so sorry for Bruce Wayne. From then on, I knew he'd have an extremely hard time in this film.
