And, with Gordon now a comissioner I believe he's not gonna to much in the field. Maybe he will need a replacement, someone he can trust.

Nightwing is just the adult version of Robin... it won't happen. Plus it'd just be more time taken away from closing Batman's story, which is Nolan's goal for this film.
