The article is in spanish but narrates an anecdote that Greg Foster (Imax president) told to an argentine reporter:
Nolan almost refuse to release TDKR because there wasn't 100 Imax theatres (with 70mm proyector).

The article basically says Nolan was told there were 60 something IMAX film projectors left in the world, but beforehand someone (author doesn't cite who) promised Nolan 100. So he said he'd halt production unless theaters were retrofitted with film projectors.
it also says all the retrofitting only cost 5 million, which isn't too bad in the scheme of things
but yeah the whole article is based off an anecdote so take er with a grain of salt

No, it's not. The guy is at Cinemacon and interviewed Greg Foster.
