Did Bruce let the other prisoners out?

in my eyes, they got out the prison once bruce dropped down the rope. otherwise, why would he have tossed it down there? if the rope wouldn't have helped, then they all would've attempted to climb without a harness/rope. they got out too. bruce just made it easier.

Bruce didn't let the prisoners out, he just gave them a way out.

gave them a way out, helped them out...

at the end of the day, they're getting out the prison.
