I understand this, as that Cobb and his children will be (or even with Mal in his dreams, too).
That chuga-chuga-chuga-like beat sound is only present in the end part of Time, and the whole soundtrack, so to me this is the train that they we're waiting for.
I just wanted to share a new explanation (I think). Feel free to disagree, I don't care
