He's admitted as much in interviews. But the twist is he's split Batman into two characters:
Jim Caveziel as Reese - the brooding "man in a suit" vigilante. He has Special Forces and CIA training and is haunted by the death of someone.
Michael Emerson as Finch - the eccentric billionaire genius who funds everything. (He also has a bit of Alfred in him).
There's even a Gordon-type character - a female police detective on the hunt for Reese played by Taraji Henson.
They even take a lot of visual and story cues from the Dark Knight trilogy.
