Let's say this does happen, wouldn't websites have to agree to be included in those packages? Like wouldn't they have to sign a contract? And they could also get some payment for being included in a certain package.
If that's the case, I hope these websites have enough sense to decline being apart of a package.

But that's the point. Say Amazon pays ISPs to make their Prime Video preferred over Netflix. Or Origin to throttle Steam. Or Facebook to throttle every single social media site out there.
Why would the websites will decline when it means that they can legally pay ISPs to stifle their competition?

In a world where a politician can advocate for sexual assault, a politician can body slam a reporter, and the president calls the press an "enemy of the people", I don't even know what bad things won't be a reality. They can basically get away with anything and people will willingly give up their rights and freedoms.
