In the classic sense a character actor is an actor who plays a type, so most definitely not Mendelsohn who plays a very different role each time and is someone you would call an... actor.

Character actors are like Philip Baker Hall, James Rebhorn, James Karen, Margo Martindale, June Squibb, Octavia Spencer. You see their name in the opening credits and you can pretty much guess what they're going to do when they show up, and that is play a specific type of character.

That's what it used to be anyway.

From what I've seen of Mendelsohn, he qualifies.
