I think it needs to have a tropical grittiness and a similar faux-neon-sleek character to it. Especially because it's set in Thailand.
If you've ever been to Thailand, as soon as you get there- you feel the humidity and the heat- even late at night. Refn needs to make sure the audience can feel Bangkok in this movie.

A little bit off topic, but when I was staying in Hong Kong when Typhoon Nuri hit, I was walking around the deserted streets, it still felt really hot.

I read a recent article on OGF saying it shares the same visual language as Drive so we'll get our wish I think.
