Yeah but he's the only one that could justify getting his own movie, at least at first. Batman has like the best villains in superhero comics. A Poison Ivy, Hugo Strange, Bane, etc. origin story would provide so much leeway and thematic richness for an interesting story, simply because these characters have lots of room for exploration. The Joker has been thoroughly explored at this point.
I agree though that Joker is overexposed and the other villains deserve more stories.
